Certificate of Proficiency - Able Seafarer Deck
GUIDELINES FOR CANDIDATES APPLYING FOR CERTIFICATE OF PROFICIENCY - ABLE SEAFARER DECK (COP)
GENERAL INSTRUCTIONS:-
- Candidates belonging to Deck department (Ratings - Level 1) can approach CMMI Office for submitting their applications for dangerous cargo endorsement from Mondays to Wednesday from 1000 hrs to 1600 hrs.
- You can download the COP Application form and COP Checklist from below link.
- All Candidates must appear in person for submitting the application as well as for collecting the Certificates.
- Fees applicable should be paid at the office at the time of submission of application as cash. Fees once paid cannot be reimbursed, if the application is rejected due to eligibility criteria not being met.
- All relevant original documents are to be produced while submitting the applications for verification purpose.
- The copies of the certificates has to be attached in the same order as denoted in the checklist.
- Candidate should ensure that the application form is correctly filled up and all required documents are attached otherwise candidate will be declared ineligible for endorsement.
APPLICATION PROCEDURE:-
Category - I
Seafarer is in possession of WKC issued prior 01.Jan.2012 and has completed 12 months (or 18 months without TAR book) of sea service as Watch Keeping Rating between 01.Jan.2007 and 01.Jan.2012
Minimum Requirements
- Minimum twelve months sea service in the deck department (between 01.Jan.2007 and 01.Jan.2012) with completed approved training assessment record book for watch keeping ratings
OR
- Minimum eighteen months sea service in the deck department (between 01.Jan.2007 and 01.Jan.2012) if without approved training assessment record book for watch keeping ratings
Application should be accompanied by the photocopies of following certificates; all pages should be self-attested
- INDOS Receipt or Certificate.
- C. D. C. (all stamped pages).
- Passport (all stamped pages) .
- Original Watchkeeping Certificate
- Original Tar Book duly filled and signed.(if only 12 months seatime)
- FPFF or Refresher training in FPFF (only required if FPFF course was done more than five years ago)
- EFA
- PST or Refresher training in PST (only required if PST course was done more than five years ago)
- PSSR
- STSDSD
- Medical Certificate by approved DGS Doctor taken within the last 12 months.
- PSCRB or Refresher training in PSCRB (only required if PSCRB course was done more than five years ago)
- Contract Copy or Article of Agreement (Indian Owners)
- Recent colour Photographs - Passport size - 3 Nos (Clear Picture with light Background)
Category - II
Seafarer is in possession of WKC issued on or after 01.Jan.2012 until 31.Dec.2016 and has completed 12 months (or 18 months without TAR book) of sea service as Watch Keeping Rating between 01.Jan.2012 and 31.Dec.2016
Minimum Requirements
- Minimum twelve months sea service in the deck department (between 01.Jan.2012 and 31.Dec.2016) with completed approved training assessment record book for watch keeping ratings
OR
- Minimum eighteen months sea service in the deck department (between 01.Jan.2012 and 31.Dec.2016) if without approved training assessment record book for watch keeping ratings
Application should be accompanied by the photocopies of following certificates; all pages should be self-attested
- INDOS Receipt or Certificate.
- Letter issued by the employer / operator of the vessel in original regarding sea service after obtaining the Rating Watch Keeping Certificate mentioning that the candidate meets the standard of competence as specified in section A-II/5 of the STCW code with RPSL No., Postal Address & email address of the recruiting company in India / Owners (for Indian Flag vessels)
- C. D. C. (all stamped pages).
- Passport (all stamped pages) .
- Original Watchkeeping Certificate
- Original Tar Book duly filled and signed (if only 12 months seatime).

Category - III
Seafarer is in possession of WKC issued on or after 01.Jan.2017 or part of seatime completed after 01.Jan.2017 and has completed 12 months of sea service as Watch Keeping Rating after 01.Jan.2017
Minimum Requirements
- Minimum twelve months sea service in the deck department (after 01.Jan.2017) with completed approved training assessment record book for watch keeping ratings
Application should be accompanied by the photocopies of following certificates; all pages should be self-attested
- INDOS Receipt or Certificate.

Important Points
- Applicant have to produce all the above mentioned certificates in original with valid medical certificate at the time of submission of application and collection of COP
- Candidate should ensure that form is correctly filled up and all required documents are attached otherwise candidate will be declared ineligible for endorsement.
- 3 Recent passport size photograph to be submitted along with the application, photo should be taken on a light background. The application will not be accepted if the photograph is not clear or not the correct dimensions.
- Any Person who makes any false representation or knowingly gives any false information is liable for punishment for cheating section under 182 and 420 of the Indian Penal Code.
- For payment of Fees, Challan form to be collected along with application form and return it duly filled. Applicable Fees will be advised at the FC.
- Candidates are reminded that Fees once paid cannot be reimbursed.
